Phase 04 · The Purpose
Sustaining is governance, not technical support.
The operating model is installed and running. The risk now is quiet erosion — standards slipping, follow-up decaying, residences drifting apart — long before it surfaces as an incident. This phase governs the model over time using the intelligence the platform produces.
The condition entering this phase
The organization is executing a shared model, but consistency is never self-maintaining. Without ongoing governance, drift returns residence by residence until the old symptoms reappear.
